reflection update and some other stuff

the best 2008 Vios for SA now also on mobile.

= converted the IVF lights to SA lights
= reflection amount decreased, still looks good with or without graphics mods
= now supports SA plates
= unique texture names
= seperated the dff's parts to prevent exceeding 20k polys, no more black cleo
